This is a close-up of the card outside. The baby buggy is a made by using a 1-3/4" circle punch. Wheels are 3/4" + 1/2" Circle punch with silver brads. Decorate the buggy and card layer by using the scallop edge punch.
Here is the top of the cake with a smaller version of the buggy at front.
Here is the side view of the cake. See the base of the cake with white: I used the circle cutter to make this specific size of 3-3/4". The scallop circle was made by using the Big Shot Die using Pink Pirouette Designer Paper.
Another close-up of the cake top: Buggy is made using 1-1/4" Circle Punch with 1-3/8" Punched Whisper White background. Wheels are using 1/2"+1/4" Circle Punches. The small scallops are made by using the Trio Flower Punch: cut close along the scallop edge and you get a string to scallops (hope this makes sense!)
