The waves are also cut using the SCAL (sure cuts a lot program) with my Cricut. The free cut file is also from SVGcuts.com. The texture was made by using the Cuttlebug Swirl embossing folder.
The little greeting can be removed from the fishes mouth:

Here are the cut pieces for the card. The Bass is a svg cut file from SVGcuts.com called Cliff's Clubhouse cards Bass Gift Card Holder. The wave is a free SVG cut, too.
Stamp the inside message using Cloud 9 Birthday set and Chocolate Chip ink.
Use a dauber to sponge the cut pieces with Crumb Cake ink.
